sct_label_vertebrae seems wrong

Description

sct_label_vertebrae woks well overall, but it seemed something wrong with few case in which 2 labels for 3 verts.

Steps to Reproduce

0. Context (system versions)
   docker sct_4.2.1

sct_label_vertebrae -i t2_r.nii.gz -s t2_seg0.nii.gz -c t2 -initlabel label_c2c3.nii.gz -qc "/home/sct/docker_shared/MR202009_qc/t2_label_qc"
t2_r.nii.gz
t2_seg0.nii.gz
label_c2c3.nii.gz
