If "L10N_UPDATE=1" line is provided in the configuration file deployment.sh must fire "drush l10n-update" command to update translations.

TODO: Currently deployment.sh doesn't check if l10n_update installed on the site.

I needed some hardcode, so I explicitly specified permissions for translations dir in e141fd7

This takes us even further from resolving this issue :)
