Incompatibility with Boring crew services Service module part #739

The Service module part from Boring Crew Services prematurley stages on the pad without any input as it uses an Animated Decouplers
module on the part and breaks whenever KSPIE and BCS are in installed together.
This triggers a message from KSPIE: [KSPI]: GameEventSubscriber - detected OnPartDeCoupleComplete
