Implement test for rejecting tribe member request

Base branch: develop

Purpose

Prove ability to create a private tribe and reject member requests

Success condition

The tribe is created and admin can reject member request

Steps

Create a private tribe
Induce the remote server to request joining that tribe
Reject tribe membership
Induce the remote server to send at least one message
Confirm we do not receive that message within timeout

Acceptance Criteria

Run test successfully
