I haven't look at this in years, but here it is to the best of my memory.
Primitives prefixed with #% are not intended for direct use by clients, and are wrapped by higher-level functions in the standard library.
Other primitives are intended to be used directly by users.

I'm trying to understand picobit's code and I noticed that some of the PRIMITIVES are prefixed with #% and some aren't.
Can you please shade some light on the difference ? I'm not sure if this is documented somewhere.
