Evidently there is the possibility where the first output can be to a burn address, and the second is the op_return. This is outside the prior specifications, but could be added for support. Will need a block height activation for these.

The transaction likely originates from my OLGA Stamp Minter.

When op_return is the second output, the asset ownership is transferred to the first output. Since this is a burn address, the description is effectively locked. It also prevents potential trading of ownership.
