Add --daplateam option to add default access groups

GitHub repos related to dapla teams should add the group/team <daplateam>-developers with write access, and <daplateam>-data-admins with admin access. This will be documented in the Daplamanual, se JIRA-task TIP-997.

On the existing ssb-project repos we see that almost all access is given to individual persons, and not teams. This is unfortunate, because then one need to update the access manually each time a person enters or leaves the team, and this is often forgotten. If we use the access teams described above, all this will be handled by adding or removing the person to the dapla teams using Dapla Ctrl.

It would be nice to have an option for adding this access automatically when running ssb-project create.
