Currently, communities gray logic is overlaid on condenser's legacy rules. This creates a non-intuitive flow, and the implementation should treat them as equals.

Also: fix flag_weight logic -- legacy values are incorrect. Consider switching to up_weight and dn_weight with linear releationship between them.
