Always show outline of covered/indoor/underground ways, not when just selected #100

Look at e.g. London Euston station.

Currently to answer quests is like Kim's game ( https://en.wikipedia.org/wiki/Kim%27s_Game ) you have to tap a few ways and remember where they go and how they link up to try and orientate yourself and work out which ones you're actually looking at.

See also Oxford Circus underground station and all it's mapped walkways.

indoor ways tend to be on top of each other. F.e. indoor ways in a subway station and/or mall will very likely be highly confusing with no direct support for 3d indoor rendering

Perhaps that depends on the age of your subway stations. In the UK they've generally been built on a more ad-hoc basis and therefore the different ways go in all different directions. But I'd agree in a mall they may be a bit more stacked.

I think this change would still be beneficial though. Even if you had a square of paths on three levels, then I assume the default filtering would only show the highest or lowest quest on each side (given they'd perfectly overlap), so you could answer one layer, then the next, and then the final one. But streetcomplete/StreetComplete#2874 would simplify this further.

Further clarification from what's arisen in #3654 this probably only needs to be done for ways which aren't tagged as indoor, as those are the ones coming up for quests when they effectively shouldn't be (due to missing data), but you can't then sanely answer the quest because you can't identify the way.
