Heading fragment does not work for special chars

Our website uses fragments for headings, e.g. /about_us#vision-und-ansatz. This works fine for standard ANSI characters but not for German special chars like ä, ö, ü, and ß. This leads to /support_us#förderverein not scrolling to the correct heading.
