Probably a placeholder issue that will spawn more tickets...

Darcy noticed this record is very slow to load the request form:

Chris mentioned there are probably 5-10 more records like this, that really struggle to load.

Darcy has ideas for how we can signal to the user that something is happening, but slow. Maybe:

• Placeholder page
• (there were others but I didn't record them...)

Pending discussion on how to make it fast, but if we can't, https://getbootstrap.com/docs/5.3/components/placeholders/ is an option so that we can at least render the page and not make the user wait
