apps with suri in configuration: remove if unused OR point directly to suri-rails

Remove unused references to suri in configs/shared_configs OR update shared configs to use suri-rails-qa, suri-rails-test, or note that we must wait for suri-rails-prod to be in production.

• dor-services-app-qa - updated shared_configs to use url directly
• hydrus-qa - doesn't exist
• lyberservices-(scripts)-qa - doesn't exist

@ndushay I think only dor-services-app-* are the only boxes that actually need to talk to suri (despite what is currently in shared-configs)

Also I'm not seeing any firewalls on suri-rails that is preventing any of these connections. So I'm not sure there is anything to do for this ticket. Can it be closed?
