Change implementation of the CI test

Current CI test (make test-ci) uses local python interpreter to run linting jobs and tests, this causes some trouble, for example it does not use .env_public file with environment variables definitions and what is more it doesn't reflect the application's release cycle as we run the application in the container (thus tests should be also run in the (dev) container)
