This also happens for me with Swift 4.2 on ubuntu-18.04 (which I believe is currently ubuntu-latest)

I also cannot get any versions of Swift before 5.5 (4.2, 5.0, 5.1, 5.2, 5.3, 5.4) to work on macos-11 or macos-12, although they do work on macos-10.15. I suspect part of those problems are specific to my project, but some of them may be an issue with this action
