[Taral] - Manage governance stake

User story:

I need to be able to withdraw (or rather unlock) my governance tokens from the protocol

Acceptance criteria

• The insurance staker should be able to see all of the tokens that are locked within the protocol.
• The insurance staker should be able to release or unlock their tokens from the protocol.
• The insurance staker should be able to transfer their tokens to another wallet.

Development:

• Additional functionality on the TAL pool smart contract:
  • Cool down mechanism for the pool, certain period of time after a person has chosen to unstake in which they cannot access the tokens.
  • Allow unstaking after cool down
  • Allow transferring TAL tokens
