Tu use TariProvider in the Tari Universe the TariPermissions need to be defined. Developers might want to test it before publishing the npm package and/or tapplet.manifest.json, so the tapplet permissions have to be defined in another file. It is called tapplet.config.file and is created under ./src dir, so it is always inside the tapplet package and is verified by the checksum.
