Universe waits 5 minutes to initialize processes that are already running #1319

Describe the bug
A clear and concise description of what the bug is.

When Universe has to be force quit, it leaves everything running:

It does not shut anything down when it boots up, yet still spends 5 minutes at 30% getting latest version of sha-p2pool
