Not letting users know that the plan has already been completed does not affect functionality. Moreover, this is listed as OutOfScope because v1.4 iteration does not promise that complete-plan command would inform user that a plan has already been completed.
Furthermore, we believe that if a user marks a plan completed the second time, information such as the plan already being completed does not matter since the user has once again, completed his plan.
