The initial start up page differs from the intended one

According to the user guide the following page is expected when the app first starts, however this is what I see when I open the app in a new file. Which is an empty app. This can be confusing for the user.

It is clearly stated in the line before the image in the UG that "... the application should have no data when it is used for the first time.". Hence, an empty page should be expected.
