gRPC handlers and adapters

I want to be able to submit commands from a CLI to a running hugot directly. This can make the commands code re-usable from the CLI to provide a consistant experience for devops tooling, and leverage logging for audit.
In addition to this, it should be possible to register handlers on a running hugot from remote systems
