テンプレート化する
静的サイトジェネレーターとかでjson, yamlあたりを読み込んで、その回にあった告知文を生成する

テンプレートに変数値としてありそうだなと思ったのは下記

開催回数
発表テーマ
前回のLT大会のタイトル一覧（これまでの開催情報はLTレポジトリにまとめておいたほうが良いかも、この変数値があるのは過去の発表タイトルを新規の発表者が参考にするためです）
日時
場所

（これだけだったら人間が毎回書いてもコスト変わらないような気がしてきたし、勉強がてらやってみたい人に譲りたい）
