Use Buildkit to cache pip dependencies in the docker images

If more work on the dockerized versions of the data_pipeline is done, we might to work with Buildkit to cache some of the heavier pip downloads between docker builds (so that we don't have to re-download multiple gigs each time a minor dependency version changes)
