Add round messages seeking

All other media types (video, audio, voice messages) have seeking function but round video messages do not.

Describe the solution you'd like

Add seeking to round video messages, similar to how it works in mobile clients (e.g., a progress bar around the message or in the header, like for audio messages).

Describe alternatives you've considered

No alternatives were considered (saving to a file and opening it in a system media player is not a good alternative).
