Allow for alterts (-c) and Autodisputing with Different Thresholds

Currently to achieve this the user needs to run two instances of the DVM because the auto-disputing thresholds in disputer-config.yaml are overriding the -c flag. Ideally, just one process should be able to:
-Send alerts when the -c "alerting threshold" is crossed by a reporter.
-Automatically dispute when the higher -d threshold is crossed.
