Describe the bug
Selected language doesn't load until after configuration.

To Reproduce
Steps to reproduce the behavior:

Delete config file
Select a language during first time setup
Observe that the next few fields are not translated
After configuration the language is loaded

Expected behavior
Language loads immediately after selection.
