Can you let me know if the Chemmozhi family of GPL fonts have the special font exception too?

No, they are with GNU GPL license only and are not inclusive of FE as I looked at source staements via Fontforge in Linux.
If FE is desirable to have, should we approach upstream ICTA, Sri Lanka for change of licence to GPL+FE (or SIL OFL) or do we have the liberty to release them under another name with FE (or SIL OFL license)?
