Protection for disabling media / links like twitch

Public rooms that have lots of members, such as Matrix HQ get targeted like twitch chats.

We should have a protection that disables links/media by default, and has a command to allow a specific user to send a link/picture within the next 30 seconds.

This also helps in situations where there is an ongoing targeted attack.
