Nonrecoverable Error #308

Upon trying to open the app, I am receiving an error message of a "nonrecoverable error". I have tried uninstalling and reinstalling multiple times and this hasn't fixed the issue. Windows is updated, I've tried restarting the computer, basically anything I can think of. This is the only program currently not able to open.
