Consolidate setup instructions in new readthedocs page #727

#724 refers to the setup instructions in the main README.
#725 should link to the setup instructions.

For this ticket, we should:

  • create a new setup document in the readthedocs site and link it in the sidebar (via the index.rst)
  • update any references/links to the setup instructions in the readthedocs site to point to the new doc
  • discuss whether we want to remove the setup information from the main README in favor of new doc
