UI: Options: Deprecate "IP Addresses" tab

The Options: "IP Addresses" tab is very confusing for users.

Because we have a working Global Rules with v3.14.13, then I'm going to remove the Options: "IP Addresses" tab.

But first just deprecate the tab by disabling its text edit fields. You can only copy text from fields.

I'll also add one text edit field "Local Network addresses" in the Options tab, near of "Filter Local Network" flag, to define LAN addresses.

So, the migration plan is:

• for "Internet Addresses" tab: copy "Exclude" field's text to "Local Network addresses" field
• for "Allowed Internet Addresses" tab: create "Global Rule, applied before App Rules" and copy the texts
