Feature Request

Module 'apt': do not show available updates when they are held back by Ubuntu. Or provide an option that enables this.

I am not using Ubuntu, what does "held back" mean, and what is a reliable way to detect that?

The message is like this:

$ sudo apt upgrade
The following upgrades have been deferred due to phasing:
  <6 packages>
The following packages will be upgraded:
  <22 packages>
22 upgraded, 0 newly installed, 0 to remove and 6 not upgraded.
