[favicon] Missing favicon on Flow debug/run mode (beta) #720

Describe the bug
When running a flow in debug or run mode, a new browser tab opens with a URL like:
https://XXX--c.sandbox.vf.force.com/flow/YYYY/301G500000ZTXfaIAH

In these cases, the favicon displayed is still the default Salesforce favicon instead of the custom one.

To Reproduce
Click "save" or "run"

Expected behavior
Customized favicon
