Wandering bots as crowd in Cities.

I have a server with 11k wandering bots, and I would like to start populating the cities with them. only issues I can forsee is:

1. Does the "to many bots in a small area" still cause spamming and disconnects? I'm thinking something like a 100 spread out through out the city, running between waypoints.
2. The ability to turn off buffing for these bots.
3. creating a timed delay to stand idle at a specific waypoint (be random between two given times, like between 30 seconds and 300 seconds)
4. Have them stand in the "Vicinity" of a waypoint (like each waypoint has a valid radius defaulting at 0), so it looks more like a crowd than having 20 bots standing on top of each other (radius of 0) or following each other in a straight line. Example would be the tree by the AH in SW, with a radius of 40, where the mail box would be more like 5.
5. Not sure if this is even feasible, but probability to choose one waypoint over another? like 20% to take one over the 80% other? Example would be Auction house, Bank, specific mailbox and Inn would have a higher probability then standing around or other mailboxs or waypoints.
