Develop more telling and more prominently positioned error messages.

Good idea.
Exceptions are error messages for programmers that can be used to control the program flow.
Still, it would be helpful to split the IrrecoverableStreamException into separate Exceptions following Twitter's HTTP error codes. This would help debugging and allow for distinct handling of different error causes.
