Cannot access folders that end with plus (+) character

What steps will reproduce the problem?
1. Create folder with plus (+) character in the same location where the web 
server file is located (c:\temp\badfolder+)
2. Open http://localhost:8080/ in IE
3. Try to access "badfolder+" directory (note that in listing it is shown as 
"badfolder+", not "badfolder+/" as the other folders)

Directory is not opened, error is displayed.

What version of the product are you using? On what operating system?
mongoose-3.1.exe, Win8 x64
