Set up credential offer flows, specifically the pre-authorized code flow, which is crucial in OIDC4VC to allow issuers to issue credentials without requiring the end-user to be present. This involves:
- Adding pre-authorized code generation and storage.
- Handling the pre-authorized code in the client, allowing the client to request credentials without end-user authentication.
