Add policy pack - Azure Approved NetworkWatcher

Control objective
A clear and concise description of what the control objective is and why it's important.

Set up a custom policy pack for Azure > Network Watcher > Network Watcher Approved > Custom, where it checks for a specific storage account to be used

e.g. Network Watcher will be approved if it finds it associated Flow log is attached to provided Storage account

Note: Need to check if this will be Azure > Network Watcher > Flow Log > Approved > Custom or Azure > Network Watcher > Network Watcher > Approved > Custom
