Unable to start, the most likely reason is that TWAIN Data Source Manager is not installed on your system.
An internet search for 'TWAIN DSM' will locat it and once installed, you shoul be able to proceed.

look at the specification chapter 12 Developing for windows.
Installation of the Data Source Manager section describe that you need to copy and the right files on the right place. Just check the doc. if any further problem, comment here.
