Do not blame user with a reminder if the review is taking too long #70

In relation to #51 I think maybe the reminder system should be changed a bit when the review is taking too long, so long that a reminder is sent to the user.

I think in this scenario, the user should not be blamed because reviewers are too slow. Maybe it would make more sense to remind the reviewers instead, which improves two points:

  • the author of the PR does not have to manually remind the reviewers assigned;
  • the author of the PR does not get blamed for deadlines being overshot

I thought of this since we mentioned having a quota (or top up) of reminders before definitive disqualification.
