Cap the specification to the reward label

Shouldn't the rewards be capped to the assignee reward, which is 0? @gentlementlegen

What happened

The user got rewards when the reward label was zero.

What was expected

Since the label was zero, the user should have had its rewards capped to zero as well.

How to reproduce

• write a specification
• time it, price it, and put a priority to 0 which generates a 0 label tag price
• close the task as resolved
• notice that the user gets the rewards for the spec
