Adds GTK4/Adw UI for managing Incus dev instances.

still todo:

  • github action to build UI (in ublue-os/toolboxes)
  • fix shell installer
  • switch UI code to use ini files instead of JSON to store favorites (shell doesn't support json)
  • add dincus ini in contrib
  • update docs
  • update shell to use the automatic profiles
  • update blincus shell to login as user 1000 instead of current user on host
  • convert just docker to gh action for UI
  • use toolbox/incus in /contrib
  • convert app identifier to use dev.blincus instead of dev.brian
