I'm not sure I understand why \pmo needs to occur under \b. \b feels more like a milestone to me rather than a content structural layer like \p. Perhaps I just don't understand embedding. To me \pmo, \pm, etc. are simply types of paragraph with no internal corresponding structure.

An adjustment could be made to change the \OccursUnder list for \pm... to only \OccursUnder c, like most other scripture body text paragraph types. I believe the back-story to the current configuration is an intent to define the paragraphs in which the \pm... can be embedded. If they can exist anywhere under c, then there is nothing requiring them to be used for embedded text.
