If --port passed in a controller's command line start_cmd is hardcoded (e.g. --port=7777 rather than --port=port), the corresponding port= parameter to ControllerConfig isn't copied correctly to mcs_config.py.

This causes the controller to boot up at the hardcoded port, but STS will try to connect to another port.
