CLI harvester can read IAM data into a quadstore and then be queried for a LDP ready document

Our current methodology uses a hodge-podge of command-line tools to create the data ingest for AE. The new harvester will be a node cli, that has integrated in memory quadstore that is more designed for a small number of persons/works or grants to be added to the system.

Outcome

An admin can run the CLI tool, on a number of userIDs, and the users are represented in a local filesystem.
