Add a service account user type to database
ensure service accounts are always linked to a USER or ADMIN
develop standard service account name format. Currently thinking [sa name]@[pg farm org].pgfarm.ucdavis.edu
ensure Postgres supports @ in a username
Wire up api for logging in service accounts
Ensure the current 'add user' api works with service accounts
