[Feature Request] Show current date in map toolbar

Problem

Currently, active date window is not visible. It may also be advertently changed when switching between layers with different dates available, which will be confusing to user (e.g. switch from Ind A to B and again A - user may see different values/colors, because date has changed).

Solution

We need to show a short form of active window date.

• switch the position of admin level dropdown with the time button
• show short version of active window date next to time button
