[Bug]: Login email includes audit report link

Why is this issue important?

preventing arpa users from logging in successfully

Current State

From Jessica from Ohio:
I went to https://grants.usdigitalresponse.org/arpa_reporter/login, entered my email address and then received the typical access email (tried it twice – see attached) and in those emails the link looks like an audit report link instead of a typical access one? When I clicked on the link from those emails it sent me to the 404 page. If I clicked on an older (before today) access link email it sent me to the Federal Finder page.

After sending the Ticket, then I tried to just to go that site link again (from my bookmarks) and it did let me in w/o having to enter my email address again so somehow it verified my access?! I’m thankful because this is our busiest time reviewing the workbooks!

Login email should not send audit report link
