The main difference that I see as being different without diving deeper into what the drevops tool is doing
This task is specifically designed for use in Lagoon advanced tasks, not to be used in CI
This is not Drupal specific, it only cares about databases
MTK is used to allow for sanitising the dump before the data is loaded into the resulting image which is required for some users.
Since it is designed for Lagoon advanced tasks, the values used to drive it can be controlled by Lagoon and the users executing the task. This allows them to change the MTK file to suit their needs.
I think these two projects probably accomplish different things.

https://github.com/drevops/mariadb-drupal-data is based on Lagoon images and has been successfully running in CI for consumer sites in Lagoon clusters
it does not require additional tooling like MTK and the image is captured from the existing running DB
Could someone please review that project and advise on the difference with this project
