Setting timezone within containers may be required to run scheduled tasks based on the local time.

A quick search within this repo shows that tzdata is added to mariadb image only https://github.com/search?q=repo%3Auselagoon%2Flagoon-images%20tzdata&type=code

Can we please add tzdata to all images.

This will allow to easily set timezone data from docker-compose.yml files through a TZ environment variable.

I'm happy to open PRs with these changes.
