modularize datastream plugin

Combining SDS collection composition with validation of individual components in a single plugin is unwieldy. Dependencies between plugin parameters are confusing. It might make sense to have a separate plugins for single component scapval validation and SDS collection (with option scapval validation). Both plugins could extend a base plugin that sets up the temp directory and copies the component files over.
